Vietnam data infrastructure subsea cables are becoming a geopolitical battleground, not just plumbing. TL;DR: The US and China are now competing directly over undersea cable infrastructure, the physical layer carrying roughly 99% of the world's international data traffic. For Vietnam, sitting on major regional cable routes and racing to expand AI and cloud capacity, this contest over who builds, owns, and secures subsea cables is now a strategic input to national data resilience, not a background utility question.
In late July 2026, the Trump administration notified the US Congress of a plan to spend USD 175.8 million replacing aging undersea telecommunications cables across the Caribbean and Central America, explicitly framed as limiting China's growing influence in the region. Beijing responded on July 31 accusing Washington of "politicizing" the global submarine cable network, warning that securitizing cable infrastructure risks disrupting international market norms and threatening global data connectivity.
Why is Washington and Beijing fighting over cables under the ocean?
Submarine fiber-optic cables carry the overwhelming majority of the world's internet and telecom traffic, according to the International Telecommunication Union (ITU), which calls them the "backbone of the global internet." As more AI training, cloud computing, and financial data moves across these lines, control over cable infrastructure has become tied to economic competitiveness, national security, and technological leadership, not just telecom capacity.
In late June 2026, the US Federal Communications Commission (FCC) voted to tighten oversight of undersea cable operators connecting to US infrastructure in the Caribbean and Central America, requiring licensing for critical terminal equipment operators. Reuters reported the rule change is expected to benefit US firms like Meta and Google with faster licensing paths. The FCC previously barred Chinese firms like Huawei and China Mobile from building cables connecting to the US on national security grounds, and on June 25 described subsea cables as the internet's "backbone and quiet hero."
How does China's HMN Tech fit into this competition?
China continues expanding its global footprint through Digital Silk Road-linked projects and HMN Tech (formerly Huawei Marine Networks), which has supplied over 100,000 km of submarine cable systems across more than 70 countries and territories, according to China's Academy of Information and Communications Technology. Notably, China Mobile last week commercially activated the SEA-H2X cable, a 5,746 km route connecting Hong Kong and Hainan to the Philippines, Thailand, and Singapore, directly touching Southeast Asia's regional data infrastructure.
Still, per TeleGeography data, HMN Tech accounted for only about 5% of new submarine cable projects globally between 2024 and 2026, with most new routes built by SubCom (US), NEC (Japan), and Alcatel Submarine Networks (France). The 21,700 km SeaMeWe-6 cable connecting Singapore and France, originally slated for HMN Tech, was reportedly reassigned to SubCom after a US lobbying campaign, according to 2023 Reuters reporting, illustrating how commercial cable contracts increasingly hinge on diplomatic and security pressure rather than price and technology alone.
What does this mean for Vietnam's data infrastructure specifically?
Vietnam already touches major regional cable systems, including routes like SEA-H2X that connect directly to Southeast Asian hubs. As Vietnam expands AI, cloud, and fintech capacity, its Vietnam data infrastructure subsea cables footprint keeps growing too, and the country inherits the same fragmentation risk experts are flagging globally: physically global infrastructure that is increasingly gated by geopolitics rather than pure commercial terms.
This is exactly the risk facing Vietnam data infrastructure subsea cables today. Bart Hogeveen of the Australian Strategic Policy Institute (ASPI) told Channel News Asia that "whoever controls critical infrastructure can significantly influence how it is used, by whom, under what conditions, and at what cost," warning that sabotage, cyberattacks, and disruption risks tied to cable infrastructure are becoming "real and increasingly pronounced." For any business relying on Vietnam data infrastructure subsea cables for cross-border data transfer, cable route diversity and redundancy are no longer purely a network-engineering question.
Frequently Asked Questions
How much of the world's internet traffic goes through submarine cables?
The International Telecommunication Union (ITU) estimates that submarine fiber-optic cables carry roughly 99% of the world's international internet and telecommunications data traffic.
Why is the US spending money on undersea cables in Latin America?
The US State Department disclosed plans in July 2026 to spend USD 175.8 million replacing aging cables in the Caribbean and Central America, explicitly to counter China's growing telecom infrastructure influence in the region, alongside a separate proposal for close to half a billion dollars more targeting China's cable influence across the Western Hemisphere, Africa, and Asia.
What is HMN Tech and why does it matter to Vietnam data infrastructure subsea cables?
HMN Tech, formerly Huawei Marine Networks, is a major Chinese submarine cable builder active across Asia. It recently activated the SEA-H2X cable connecting Hong Kong and Hainan to the Philippines, Thailand, and Singapore, directly touching Southeast Asia's regional cable map that Vietnam also depends on.
Should businesses worry about subsea cable geopolitics affecting their data?
Businesses relying on cross-border data transfer, cloud services, or AI infrastructure in Vietnam should track cable route diversity as a resilience factor, not just a cost line item, given rising sabotage, cyberattack, and disruption risks flagged by policy researchers.
