Data Layer: V-DOS &amp; Offline-First Design<\/h4>\n\n\n\n<p>We need a V-DOS (Vietnam Disaster Open Schema) that defines not just <em>what<\/em> the data is, but <em>how<\/em> it behaves.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Standardized Schemas (JSON):\n<ul class=\"wp-block-list\">\n<li><code>RescueRequest<\/code>: Beyond coordinates, we standardize medical triage tags (Red\/Yellow\/Green) for AI prioritization.<\/li>\n\n\n\n<li><code>ResourceAvailability<\/code>: Standard definitions for rescue fleets, medicine stockpiles, and charging hubs.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Offline Reconciliation (CRDTs):\n<ul class=\"wp-block-list\">\n<li><em>The Challenge:<\/em> In a storm, connectivity is intermittent. If two rescuers update a victim&#8217;s status differently while offline, who is right when they reconnect?<\/li>\n\n\n\n<li><em>The Solution:<\/em> Implement CRDTs (Conflict-free Replicated Data Types). This wraps complex APIs into AI-readable &#8220;Tools&#8221; and &#8220;Resources.&#8221;<\/li>\n\n\n\n<li><em>Scenario:<\/em> A citizen asks a Chatbot: <em>&#8220;Is my house safe?&#8221;<\/em> The AI doesn&#8217;t hallucinate. Via MCP, it calls the tool <code>check_flood_level(lat, long)<\/code>, retrieves the exact sensor reading, and generates a grounded answer.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>RAG-Optimized Vectors: converting disaster manuals and flood maps into Vector Embeddings for Semantic Search (e.g., searching for &#8220;stomach ache&#8221; finds pharmacies with digestive medicine).<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">PART 3: SOCIAL SOLUTIONS \u2013 AVOIDING THE &#8220;GHOST TOWN&#8221; EFFECT<\/h3>\n\n\n\n<p>Technology is useless without users. Privacy &amp; Trust Contract<\/h4>\n\n\n\n<p>The biggest fear is surveillance. Reference MCP Server<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Developing and maintaining <code>v-floodnet-mcp<\/code>, bridging Vietnamese disaster data with global AI platforms.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">CONCLUSION: FROM VISION TO ACTION<\/h3>\n\n\n\n<p>&#8220;Digital Levees&#8221; is not a project to be &#8220;finished.&#8221; It is a persistent journey to enhance our nation&#8217;s Resilience.<\/p>\n\n\n\n<p>In the past, our ancestors built levees with earth, stone, and village solidarity.<\/p>\n\n\n\n<p>Today, we build levees with Data, Algorithms, and Digital Collaboration.<\/p>\n\n\n\n<p>CALL TO ACTION:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>To the Government: Please open the Data APIs.
