TL;DR: Vietnam international financial center plans took a major legal step in June 2026 when the National Assembly adopted a resolution establishing a single, dual-location financial center spanning Ho Chi Minh City and Da Nang. Ho Chi Minh City climbed 11 spots to rank 84th globally and third in ASEAN in the 2026 Global Financial Centres Index, while both cities are actively signing investor and cooperation agreements as Vietnam tries to carve out a niche against Singapore and Hong Kong.
The Vietnam international financial center project moved from concept to legal reality this year. VnExpress and other Vietnamese outlets have covered the debate over how the center can compete with established regional hubs, framing it as a question of finding a differentiated niche rather than competing head-on with Singapore or Hong Kong on scale alone.
For enterprise data buyers, banks, and fintech companies with a stake in Vietnam's financial infrastructure, the Vietnam international financial center project is worth tracking closely. A functioning international financial center changes capital flows, regulatory frameworks, and the kind of financial data infrastructure the market will need.
What did the National Assembly actually approve for the Vietnam international financial center?
In June 2026, Vietnam's 15th National Assembly adopted a resolution establishing the Vietnam International Financial Center as a single, geographically designated zone spanning both Ho Chi Minh City and Da Nang. The two-location model is designed so each city can lean into its own competitive advantages under one unified governance and regulatory framework, rather than building two competing centers.
This legal foundation matters because a shared regulatory regime across two cities is unusual internationally. Most financial centers, including Singapore and Hong Kong, operate as single-city hubs, so the Vietnam international financial center's dual-location structure is itself a distinguishing feature of the project.
How is Ho Chi Minh City performing on global financial center rankings?
Ho Chi Minh City ranked 84th out of 120 financial centers worldwide in the 2026 Global Financial Centres Index, climbing 11 positions from 2025. That move pushed the city to third place in ASEAN, overtaking Bangkok and Jakarta and trailing only Singapore and Kuala Lumpur.
On the ground, Ho Chi Minh City has issued membership commitment certificates to 15 investors and developed several flagship projects, including a centralized commodity exchange. Da Nang, meanwhile, has signed 20 memoranda of cooperation with organizations, businesses, and investors, with four more agreements under negotiation, and has granted membership certificates to 12 investors so far.
What niche strategy is the Vietnam international financial center pursuing against Singapore and Hong Kong?
Vietnamese commentary on the project has been explicit that direct competition with Singapore or Hong Kong on breadth of services is unrealistic in the near term. Instead, the strategy leans on sector-specific strengths: green finance, digital assets, and serving as a gateway for capital flowing into Vietnam's manufacturing and export economy.
The Vietnam Finance Forum 2026, held in Da Nang in July with more than 350 policymakers and financial institution representatives, reinforced this framing. Vietnam's target for the international financial center, as reported by state media, is to become ASEAN's third-largest hub by 2035, a more modest and specific goal than displacing Singapore's top position.
This complements broader Vietnam bank lending rate trends and connects to the margin trading restrictions regulators have imposed this year as part of tightening capital market oversight ahead of the Vietnam international financial center's launch.
